Dallas County EMS has an opening for a seasoned paramedic looking to expand their EMS experiences in a progressive, rural EMS setting. Primary Purpose of Position
The Director is responsible for the day-to-day operations and administration of the Jefferson County Ambulance Service and supports countywide first responder service and the County Emergency Medical Service (EMS) Association. Plans, organizes, coordinates and evaluates functioning of ambulance services; conducts training and staff supervision in order to ensure delivery of consistent high-quality care throughout the county. Represents the department and county at local, regional and state meetings.

Essential Duties and Responsibilities
The following duties are normal for this position. These job duties are not to be construed as exclusive, or a specific list, and other duties may be required and assigned by the Board of Supervisors.

Administrative

  • Responsible to comply with all state and federal rules and regulations pertaining to applicable ambulance and EMS services, and complies with all regulations of the Iowa Department of Health and Human Services - Bureau of Emergency & Trauma Services.
  • Prepares and manages the budget; prepares and presents regular reports to the Board of Supervisors.
  • Plans for future equipment and personnel needs.
  • Communicates timely, accurate information to the Board of Supervisors, Medical Director, EMS and State of Iowa.
  • Purchases equipment, materials and supplies in accordance with the budget and cost effectiveness; determines long range capital and equipment needs; prepares bid specification; reviews bids and purchases equipment in consultation with the Board of Supervisors.
  • Effectively works with County, City and Hospital officials, patients, staff and the public.
  • Promptly handles complaints and/or concerns and communicates these to the Board of Supervisors immediately.

Operations

  • Develops written protocols, policies and procedures; organizes, coordinates and evaluates all functions of the ambulance services.
  • Responsible for patient care, staffing, program planning, maintenance of vehicles, equipment and facilities.
  • Ensures emergency vehicles and equipment are maintained and repaired including rig maintenance checks, cot maintenance, medication checks and ordering supplies in a timely fashion.
  • Ensures safety and efficiency in the workplace; submits policies to the state for approval.
  • Ensures schedule needs are met.
  • Ensures ambulance building and grounds are cleaned and maintained.
  • Handles employee discipline issues according to employee handbook.

Crew Members

  • Encourages input from all crew members.
  • Provides leadership, support and assistance with any concerns regarding ambulance services.
  • Communicates effective performance measurements for each crew member.
  • Coordinates training for new staff. Conducts or assists with the training as necessary.
  • Addresses personnel issues in a timely and professional manner.

Billing & Accounts Payable

  • Manages the Ambulance departmentís payables, accounts receivable and ambulance billing system.
  • Available to the community for billing questions.

Required Knowledge, Abilities & Skills

  • Knowledgeable of all state and federal rules and regulations pertaining to ambulance and EMS delivery.
  • Serves as a paramedic and responds to emergency calls as necessary.
  • Positive leader that takes initiative, develops ideas and problem solves.
  • Supervise staff and ensure safety in the workplace. Attend safety committee meeting.

Qualifications

  • Bachelorís degree, prefer Business, Healthcare Administration or related area/experience
  • National Registry Paramedic Certification; State of Iowa Paramedic
  • Minimum two years field experience as a Paramedic
  • Minimum 5 years of progressive EMS management experience and responsibility
  • BLS, ACLS, PALS, and PHTLS Certifications
  • Knowledge of Federal, State and Local statutes as they pertain to the delivery of prehospital emergency care

Minimum Training and Experience Required to Perform Essential Job Functions
Two to four years supervisory or management experience preferred (in EMS), including experience with employee relations, conflict resolution and critical thinking skills. Current Iowa Paramedic License and 4+ years active experience working in paramedics. Prior experience working with rural ambulance service operations. Valid Iowa driverís license or equivalent and proof of insurance.

Job Description and Summary
Pocahontas Ambulance Service is a Paramedic transporting service. We are actively pursuing the right individual to join our team. We are a hospital-based ambulance service that covers the city of Pocahontas and Pocahontas County. Pocahontas Ambulance is a small but very progressive service. Job Summary
Under general Direction of the EMS Director, Paramedics respond to emergency and non-emergency calls to provide advanced, efficient and immediate care to the sick, critically ill and injured, and to transport the patient to an appropriate facility or destination. The Paramedic must observe all Panora EMS rules and regulations, policies and procedures. The Paramedic must observe traffic ordinances and regulations concerning emergency vehicle operation.

Minimum Qualifications

  1. High School education, or equivalent
  2. Must possess and maintain a valid Iowa driverís license
  3. 911 prehospital experience and interfacility experience (preferred)
  4. Iowa EMS certification, BLS, ACLS, and PALS

Essential Functions

  1. Functions in uncommon and stressful situations;
  2. Has a basic understanding of stress response and methods to ensure personal well-being;
  3. Has an understanding of body substance isolation;
  4. Understands basic medical-legal principles;
  5. Functions within the scope of care as defined by state and department protocols;
  6. Lifting the stretcher, patient and equipment (be able to lift and carry 125 pounds);
  7. Makes split second decisions, works as a team and gives direction to lower levels of care;
  8. Continuing emergency medical care while enroute to the medical facility;
  9. Constantly assesses the patient enroute to the emergency facility, administers additional care as indicated or directed by medical control;
  10. Reports verbally and in writing, their observation and emergency medical care of the patient at the emergency scene and in transit, to the receiving medical facility staff for purposes of records and diagnostics;
  11. Upon request provides assistance to the contracted medical facility.

Knowledge, Skills and Abilities Required to Perform Essential Functions

  1. Ability to listen and communicate effectively and to take direction from others
  2. Restocks and replaces used linens, blankets and other supplies
  3. Cleans all equipment following appropriate disinfecting procedures
  4. Makes careful check of all equipment so that the ambulance is ready for the next run
  5. Maintains ambulance in efficient operating condition
  6. Ensures that the ambulance is clean and washed and kept in a neat orderly condition
  7. In accordance with local, state or federal regulations, decontaminates the interior of the vehicle after transport of patient with contagious infection or hazardous materials exposure
  8. Determines that vehicle is in proper mechanical condition by checking items required by service management. Maintains familiarity with specialized equipment used by the service
  9. Attends continuing education and refresher training programs as needed or required
  10. Maintains daily station/chore duties as required
  11. Must have high ethical standards

Working Conditions
Position is focused on adapting quickly in stressful situations. Position will involve being exposed to physical elements. Requires good vision, with good depth and field of vision. Communication skills (hearing, talking, instructing) are essential requirements of the positions. Clerical, forms, numerical, and spatial perceptions are important aptitudes.

Our Paramedics provide support facility-wide including respiratory therapy duties and assistance on the medical floor. VMH EMS responds to approximately 1,000 requests for service annually.   • Full-time status employees must be available to work on a full-time basis including holidays, evenings, and weekends when necessary. Additional outside employment is only permitted if it is approved by the EMS Director through the Board of Supervisors and does not interfere with assigned duties.
  • Must have proof of auto insurance.
  • Must pass the initial 90 day probationary period.
  • Must maintain HIPAA requirements and confidentiality at all times.

Hours
Full Time:Two 24 hour shifts per week
Part Time: No more than 30 hours every two weeks
PRN: As needed based on staffing requirements

Physical Requirements

  • Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
  • The work may be performed while intermittently sitting, standing, walking, bending, crouching, kneeling, climbing, and descending stairs or ramps, balancing, stooping, reaching, and lifting.
  • The work is often performed while wearing PPE and frequently requires the carrying of bags and equipment. The ability to use hands to operate objects, tools, or controls is necessary.
  • The position requires the ability to lift up to fifty (50) pounds.
  • Pass a basic pre employment physical.
